Doctor in Pharmacy / in Dermatology
'Doctor' may be a professional degree as well as a research degree. So 'доктор фармацевтических наук', could be misleading. Wouldn't it be safer to leave the word 'doctor' out and and go with 'фармацевт', 'дерматолог' etc.?

Even more confusingly, 'doctors' go hand in hand with 'professors'.

The document is presumably written by a native speaker of French.
Wikipedia says that in France 'Today, the doctorate (doctorat) is a research-only degree. ... The title of doctor (docteur) can also be used by medical and pharmaceutical practitioners who hold a doctor's State diploma (diplôme d'État de docteur). The diploma is a first-degree.'
