In the above, are "observed"or "found" better than "noted"?

Although I don't think 'noted' is wrong, I think either of these options would actually be preferable when used following 'assessment'
I think 'found' is possible too, although I personally don't like 'observed' here: something might have been 'observed' by the assessor during the asessment, but the assessment in itself is unable to 'observe' anything. Imagine if the word 'observed' was replaced by its simpler synonym 'saw': "The assessment saw..." — no, we'd have to say "... was seen in the assessment" An exception to this might be the expression where we find "The 2021 financial year saw a rise in profits" — but this is an exceptional special case.
