For purposes of construction the article has been divided into two clauses of which (b) covers the point in paragraph (2) of your letter of the 18th October.It was felt here that this division of the article into two clauses gave undue stress to the words “at any time” in the opening phrase of the article. To avoid misinterpretation, and since the occasions on which the Shaikh can terminate the agreement are clearly defined, we have deleted those three words.
—In consequence of the new reference to default in Article 14 (b) it became necessary to insert a default clause in the arbitration provisions. A paragraph on the lines of the Kuwait draft has been added at the end of the article.
