Vi essa frase escrita numa camiseta (T-shirt). Essa frase aparece escrita abaixo de um nome: THUG NINE.

A definição constante do Urban Dictionary me parece estar de acordo com o que estou procurando:

Hood
Adjective: Someone who is from an inner city and expresses the essence of urban culture. Not to be confused with ghetto because a person can be hood but not ghetto at all. Describing a person as 'hood" can be a positive compliment but describing someone as ghetto is usually derogatory. Many people that are "hood" are successful, classy individuals who not only survived the perils of the inner city but love their hometown and have a desire to make it better for everyone there. Whereas people described as ghetto are usually poor, trashy and uncouth. Back in the day, many "ghetto" people lived in the projects. "Hood" describes people from the hood who were raised with the hip hop era but are not and have never been ghetto. Many grew up in middle class households in the hood. They are home boys and home girls."

Uma análise crítica:

Em primeiro lugar, a pessoa que definiu estes termos está totalmente equivocada ao confundir o lugar (ghetto) com os seus moradores. Se gueto é a área/lugar de uma cidade, ninguém pode ser gueto! Em segundo lugar, ao fazer uma divisão hierárquica entre "hood" e "ghetto", o definidor demonstra claramente o seu preconceito de classe. Segundo ele, "o gueto geramente são pessoas (sic) pobres, inúteis, grosseiras". É como achar que os moradores das favelas são todos bandidos. O ponto a que quero chegar se resume na célebre frase de Nelson Rodrigues: "Toda generalização é burra". Enfim, o contraste entre "ghetto" e ''hood" parece-me uma perda descabida de tempo. Bastava dizer que "hood" é a forma abreviada de "neighborhood". Ir além disso é cair no simplismo e nos estereótipos/preconceitos. Sugiro traduzir "hood" pelo que é: bairro. Sem juízos de valor.
