You have what appears to be an employment agency or recruiting agency (somministratrice) hiring workers on full-time permanent contracts on behalf of a "User". The agency "somministratrice" pays all wages and social welfare contributions etc. the "lavoratori in somministrazione" and the User then reimburses the "somministratrice". I'll be perfectly honest, I haven't got the faintest idea what is going on, except that, hidden in there somewhere, is a massive legal swindle on the part of the "employer-Non-employer".

l'utente deve fornire ai lavoratori in somministrazione tutti i dispositivi di prevenzione dei rischi specifici ovvero le attrezzature necessarie all’esecuzione della prestazione lavorativa nonché tutti i mezzi necessari per lo svolgimento delle loro mansioni.
