English translation:galleries/corridors supported on wooden columns/stakes
Explanation:
Wooden columns or stakes depending on the quality of the finishing, but I think both terms, columns and stakes, apply.
“Estantillería”, a term unknown in Spain, derives from “estantillo”, a local word for “columna” or “estaca”. These “estantillerías” seem to be a typical element of the architecture in Ambalena (as per your own text, and the reference underneath).

A traditional local architecture of houses with a central courtyard, large perimeter corridors, and simple materials (bricks, wooden columns, gabled roofs, and clay tiles) exists in both municipalities. In recent years, and due to its low cost and maintenance, light architecture, built with immunized Caribbean pine wood, has become an essential option for constructing small-format buildings in these municipalities: kiosks, pavilions, bridges, viewpoints, decks, classrooms, and so on.

Unfortunately, I do not know if there is a more specific and compact term to describe this particular element of the post-colonial Colombian architecture.

Explanation:
Ambalema meanders between the Central and Eastern mountain ranges while resting next to the Magdalena River, a relationship that provides high fertility rates for its soils which enabled it to be come the historical epicentre of tobacco production in Colombia during the 18th and 19th centuries. Its particular architecture, characterised by the presence of shelving/racking evocative of a caney, make Ambalema the town of a thousand and one columns, a trace and memory of a bonanza that went up in smoke.

Yes, shelving or racking on wooden columns for supporting tree branches for roofing, or whatever else was laid on it, such as tobacco leaves to dry in the sun. .
