This is for a factoring contract from Mexican Spanish into US English. This is the fourteenth clause of the contract, and I don't think "No Proceeding" would be the correct rendering in this context. Thanks for your help!

DÉCIMA CUARTA.-No Gestión.- El Proveedor expresamente reconoce que mediante la celebración del presente Contrato no le ha sido encomendada, ni ha quedado facultado para realizar en nombre o a favor del Factorante, de manera directa o indirecta, ningún trámite o gestión tendiente a la obtención de licencia, autorización o factibilidad alguna, ante dependencias de Gobierno Federal, Estatal o Municipal.
En caso de que el Factorante requiera del Proveedor de la gestión antes detallada, éste deberá
de contar con la autorización expresa del Factorante.

Obtaining of permits/licenses/authorizations

I'm not sure who the "factorante" and the "proveedor" are, or what the licenses might be for, but that doesn't really matter.

We simply need a heading that describes the content of the article. English would use a positive statement where the Spanish has used a negative, so this is what I suggest.

I've included the bracketed part in case anyone tries to lift part of my answer again.

A negative assurance is usually found in accounting and the law (see the second weblink) and arguably can fit here,

In another context, might be equated with come down to nonfeasance or non-compliance, both as a blameworthy omission or failure to act.

Otherwise, there are plenty of negative clauses in Anglo-American legal drafting like waivers, forbearances, negative covenants, negative presumptions, negative pledges and 'absence of certain actions'.

Also needs to tie in with: no le ha sido encomendada, ni ha quedado facultado (authoris/zed) para realizar .... ningún trámite o gestión ...
