Explanation:
Because "contextualized drafting" only get eight hits in an online search.
I don't know why people are averse to using "contextualised"...
But I do think "drafting" is a sound option to translate "elaboración" when it refers to drawing up documents.

Version 2: "Carrying out a characterisation in situ to identify the technical and economic feasibility of performing a diagnosis in a given municipality facilitates drafting of the TOR and the diagnosis budget in context."
