Thanks Nesrin
Nesrin Oct 28, 2004:
some more info in support of Saleh's suggestion: "In 1940, Congress declared that Samoans and Swains Islanders are "nationals" of the US but not citizens. Currently, these are the only non-citizen nationals of the US. Section101(e) of the Nationality Act"

There are some national of a particular country that are denied or not granted the citizenship of a courty for some reason or an other. This of course is considered a persecution under the refugee convention law.

neutral Sam Berner : A citizen without a citizenship sounds confusing a bit
1 min
It is not confusing, but it is illegal, and is considered a persecution and denial of rights.

it seemed logical to me
Peer comment(s):

neutral Sam Berner : shouldn't there be a من between the two?
10 mins
I don't think we need a من in between, and as far as I know اجانب are adressed as foreigners or aliens
agree Demosthene : right, they live in the country but keep their own nationalities

If they are not citizens, then they are foreigners. You'd have to provide me with a definition of the "non-citizen national" for me to decide whether they are holders of some form of residence permit.

I found this definition of \"US national\", and have to admit that it will be hard to find an Arabic legal equivalent. (a) (22) The term \'\'national of the United States\'\' means

(A) a citizen of the United States, or

(B) a person who, though not a citizen of the United States, owes permanent [but not necessarily exclusive] allegiance to the United States.

Scrap the above answer, as these are obviously neither \"foreigners\" nor permanent residents, nor citizens.
Peer comment(s):

disagree Saleh Ayyub : wait for others to express their view Sam. This expression exist and some time it is called

See above.
neutral Viviane MA : I suppose nationals are the green card holders

disagree Mohammed Abdelhady : non-citizen nationals are not only in the USA !!

disagree ArabicSoft : This term does not refer to expatriates in the United States. The term NON-CITIZEN NATIONALS in the US refers to persons born in American Samoa and Swains Island.

Although all citizens of the United States are nationals of the United States, some United States nationals are not United States citizens. Historically, non-citizen nationals have been persons born in outlying territories of the United States (currently, American Samoa and Swains Island).

This is the term used in Arabic for non-national citizens. In some Arab countries such as UAE and Kuwait some citizens are denied nationality and they are called "Al Bedoun"

disagree ArabicSoft : I have read the three URLs. They discuss, in Arabic, a different issue. The بدون are called "the stateless" in English.This is the term used in Kuwait and the Gulf in general. We are discussing a term used mainly in the US here. Regards.
