Having to do with the bidding process. "Innstilling" would be a recommendation, but could it also be called the awarding of the bid to the sucessful bidder?

Or even endorsement - typically a report from whoever analysed the offers to the decision-makers. For the alternative contexts, innstilling would not be appropriate.
