If you're sure it's only for resuscitation, I think it's simply called a "resuscitation room".
Emergency Room
This department is located near the out-patient clinics on the ground floor and is connected to the laboratory and radiology departments to ensure a very fast medical service. The emergency room is design and equipped to deliver a complete medical service.
In addition to the speciality clinics, the emergency room also contains a main lobby, observation and resuscitation rooms, obstetrics and gynaecology rooms and a trauma unit. This complete unit is thus able to receive emergency cases 24 hours a day. Our fully equipped ambulances are always available to respond to emergency calls.

urgent care unit
The text is referring to the "primer nivel de actuación." By definition, this is first-level-of-referral walk-in care, from which patients are sent to higher-level, more complex facilities. It is not even the same as a fully equipped emergency room. It is simply an ambulatory clinic where medical emergencies are attended to. "Critical care" is provided in intensive care units that have highly complex equipment. Patients are referred there from lower-level services.
It's important to remember that "critical" in English is the highest classification of patient condition, as in stable > serious > critical > dead. "Critico" has a much looser meaning in Spanish.

It's important to remember that "critical" in English is the highest classification of patient condition, as in stable > serious > critical > dead. "Critico" has a much looser meaning in Spanish.

: This is called "triage". Where patients' level of care is assessed rapidly.

I didn't say triage because it's such a specific function, with no treatment is given, just referral. Triage is quite different from "urgent care unit."
