Je n'ai pas vraiment "une" traduction, mais je pense que la difficulté est ici d'interpréter fall-back et hard-wired. Si un fall-back est la capacité d'un périphérique à réduire sa vitesse de transmission pour s'adapter aux circonstances, on pourrait envisager ici "retour", "passage", "basculement". "Câblé" pour hard-wired paraît curieux et je pencherais pour "intégré".
Mon interprétation est du type : "et un retour d'urgence à un système de contrôle intégré".
