What is a Designated Port ?

One of the main element in the Canadian Oil Spill Regime is the Designated Port.

Presently only the Port of Vancouver meets
the criteria as a designated port.
Criteria for a Designated Port


a) Handle a minimum of 500,000 tonnes annually;
b) Are impacted by density of traffic and convergence; and
c) Can provide the necessary infrastructure to support the location of a response depot.
What is the purpose of Designating a Port?
Designation of a port is necessary to indicate where the risks are located and it is used by the response organization in order to collocate personnel and equipment in the most effective and efficient manner. It is also used for calculating spill response strategies and for planning purpose

Я скачала файл этой организации: Model scheme on port state measures to combat illegal ..fishing (FAO).
В п. 2.3 написано:
2. A port state should:

2.3 designate and publisize ports to which foreign fishing vessels may be permitted access and ensure that these ports have the capacity to conduct port State inspections.


так что идите от этого
мне кажется, назначение порта в контексте подходит

landing - имеется в виду выгрузка рыбы (см. п. 2.5 например)
