речь идет об очистке поверхности перед покраской с помощью электроинструмента. Т.е. нужно очистить поверхность от пыли и стружки, а также от легко отстающей краски до *неповрежденного слоя краски*, т.е. чистить до того момента, *пока краска не перестанет отшелушиваться* сама по себе.
