In UK we would not express this statement in such a long-winded style. i.e. If somebody is an "expert" in Civil Engineering type structures and works, they could only ever be a "Civil Engineer".
"Expert" is not so commonly used in technical language such as this, we would usually use "specialist". Therefore, if he specializes in, for example, just "Bridges and tunnels", you could say:
"Civil Engineer specialising in bridges and tunnels etc"

Note the use of "specialist" here, which indicates how this Civil Engineer has "specialised" in one area:
"I took up a position as specialist highway design engineer with a German civil engineering consultant based in Würzburg, Bavaria..."

Another option is to use the term "chartered Civil Engineer", which means that the engineer has been certified in a certain area of engineering. (However, using "chartered" would mean also that he is associated with a professional body - so this may not be relevant in your case).
