Трудно судить о смысле изолированной фразы с пассивным залогом, не имея более широкого контекста.
Ну, я бы предположил, что идет речь о том, что суммы (пенсионные???) сверх лимитов, установленных/утвержденных налоговыми органами, предпочтительнее получать (или выплачивать???) в наличной форме. Складнее сказать затруднительно, не зная, кто предпочитает наличные, и что именно он с ними делает... Может, как-то так, примерно (но мне не нравится):

Суммы сверх лимитов, утвержденных налоговыми органами, предпочтительнее (платить) в наличной форме.

Если не понятно, что такое tax approved limits, можно догадаться по нижеследующему тексту:
