I am having problems with the syntax of this sentence (what should be added to the cost??)

You do not give much context so it is diddicult to say for sure, but as you nention it has to do with sending goods, I imagine some of them get returned. I believe they are saying that posting/transportation costs for returned goods (which I guess they pay for) will have to be added (maybe to their prices) depnding on the exact amount of returns they get.

That's how I interpret it. The sentence isn't too grammatical - "en funcion de" would be something like 'because of'.
