at least in NYC, this is NOT a taxi but a "for-hire-vehicle" a/k/a a glorified (or very glorified) car service: you cannot hail it in the street, you call beforehand to a base, you tell them the pick up and drop off locations and/or the hours for which you need the luxury car (usually a Lincoln Town Car) and you are given a flat price instead of using a meter, the number of the specific car that would be assigned to you, the name of the driver and the driver is given your name and cell phone number). Most black car services own their town cars, some hire drivers with their own town cars but then require the cars to be of a certain age and condition. Sometimes/some other places it is called an "executive chauffeured car." Limo usually means a stretch limo in the US. That's why you cannot translate it as a "такси класса люкс/VIP" The best translation option is "автомобиль представительского класса с водителем." :-)
