Polio teams are working at 17 border points to ensure that all children entering Afghanistan are immunized against polio.
More than 280 permanent transit teams vaccinate children who travel in and out of security-compromised areas and children travelling to other destinations to ensure that every child on the move receives two drops of the oral polio vaccine.

"transit" refers to people who may require polio vaccination but are in transit, i.e., they are travelling; they are people "coming to and from Poliovirus reservoir areas"; "people coming from or going to areas of concern"; they do not have a permanent place of residence, where they might be able to obtain polio vaccination http://polioeradication.org/wp-content/uploads/2016/09/Opera...

"permanent" means that the vaccination teams are operating on a permanent basis
