The phrasing and grammar is very Mexican-bureaucratese, but I think I get the picture.
Given your subsequent context (and I'm assuming the recipient of this letter has already submitted the "solicitud"), I would be inclined to translate this as:

"COFEPRIS hereby issues this warning [or "notice", or "request"] concerning your application to conduct the following research protocol..."

This is an interpretation based on my experience with these kinds of documents from COFEPRIS (and fwiw I also consulted a Mexican paralegal who processes documents just like this). Only medium confidence because we still don't know the precise context (i.e., whether an application has already been filed).
