I can't help very much, because I don't really know the precise difference between تقاوى and بذور. All I know is they are both "seeds" (fertilizers are سماد).

talks of تقواى بطاطس so I THINK بذور are the conventional seeds readily found in fruits and vegetables, while تقاوى are the seeds that have to be extracted in a special way.
I wonder if there are two separate words for that in English (my dictionary only says "seeds" for both).

Comment: "Thanks, Nesrin, I think your explanations were helpful, although I went with my first choice, "roots and seeds", as in the text they use later on "takawa" with potatoes, and "potato roots" is an established expression... I just went with my intuition/inference in that regard..."

أعتقد أن الفرق بينهما أن البذور تكون ملقحة وفي أول مراحل نموها كبذرة تحمل الصفات الجينية للنبات
أما التقاوى فهي بذور غير ملقَحة أو أنها التي تحمل غبار الطلع
ربما يمكن التمييز بين الكلمتين على أنهما بذور غير ملقحة وبذور ملقحة
