Source text - French Le modèle écossais inspire la Catalogne autant qu’il embarrasse Madrid
Chacun retient son souffle. Pour Madrid et Barcelone, le référendum écossais est plus qu’un événement majeur de la vie politique britannique et bien davantage qu’un casse-tête pour l’Union européenne (UE). Prélude à la consultation sur l’indépendance fixée par Barcelone au 9 novembre, il ne manquera pas d’avoir des conséquences sur le « processus catalan ». Il n’est qu’à voir la manifestation monstre qui a envahi les rues de Barcelone jeudi 11 septembre.
Que se passera-t-il en cas de victoire du « yes » ? « Une injection de vitamines pour les nationalistes », assure le politologue catalan Josep Ramoneda. « Il s’agirait d’une démonstration spectaculaire de l’indépendantisme renforçant l’idée qu’il est possible de mener une sécession de manière pacifique », souligne l’analyste politique au Real Instituto Elcano, Ignacio Molina. « L’UE serait obligée d’éclaircir sa position, de se mouiller », espère de son côté le secrétaire pour les affaires étrangères et européennes du gouvernement nationaliste catalan, Roger Albinyana.
Et en cas de « no » ? « Nous continuerions de demander de pouvoir voter », assure M. Albinyana. « Ce serait surtout un grand soulagement pour le gouvernement espagnol », estime M. Molina.
Depuis que le premier ministre britannique, David Cameron, a annoncé, en octobre 2012, l’accord pour la célébration d’un référendum en Écosse, Madrid vit un cauchemar. Coïncidence malheureuse pour le gouvernement, un mois plus tôt, le 11 septembre 2012, une manifestation géante en faveur de l’indépendance avait rassemblé près d’un million de personnes dans les rues de Barcelone. Mais, pour le chef du gouvernement Mariano Rajoy, tout comme pour l’opposition socialiste, pas question d’autoriser un référendum d’indépendance dans l’un des moteurs de l’économie espagnole.
« En autorisant le référendum écossais, M. Cameron a empêché M. Rajoy d’utiliser comme argument le fait qu’il n’existe pas de “droit à l’autodétermination”, souligne M. Molina. Et en le justifiant comme une question de “qualité démocratique”, il a fait preuve de peu de diplomatie et mis Madrid dans la position d’un gouvernement antipathique. » Pour ne pas dire antidémocratique.
« CONSULTATION ILLÉGALE »
Depuis deux ans, Barcelone s’appuie en effet sur l’esprit « démocratique » de David Cameron pour critiquer la rigidité de M. Rajoy. Alors que le référendum écossais est le fruit d’un accord entre Londres et Édimbourg, la consultation catalane a été fixée unilatéralement par Barcelone après l’opposition du gouvernement et malgré le vote contraire du Congrès des députés. Elle sera sans nul doute suspendue par Madrid, qui saisira le Tribunal constitutionnel dès sa publication au Bulletin officiel, probablement dans les prochains jours.
« Le référendum écossais est notre modèle, confirme Roger Albinyana. Nous demandons à M. Rajoy qu’il imite M. Cameron et laisse s’exprimer le peuple de Catalogne. » « Au Royaume-Uni, Londres n’empêche pas le référendum de l’Écosse, mais appelle à voter contre. Nous, nous devons lutter pour pouvoir voter, déclarait au Monde le numéro deux du gouvernement catalan, Francesc Homs, en visite à Paris cet été. Au XXe siècle, les frontières de l’Europe ont presque toujours été modifiées par les guerres. On peut accepter de les modifier au XXIe siècle par la paix et la démocratie. »
Un argument contesté par Madrid, qui souligne que la démocratie consiste d’abord à respecter les lois. Or la consultation catalane serait illégale. « Le Royaume-Uni n’a pas de Constitution écrite », rappelle régulièrement M. Rajoy. D’où la possibilité d’un simple pacte politique pour déléguer à l’Écosse l’organisation d’un référendum. Au contraire, celle de l’Espagne stipule dans son article 2 « l’indissoluble unité de la nation espagnole » et précise dans l’article 92 que tout référendum doit s’adresser à « tous les citoyens », et non à une seule partie d’entre eux.
« La situation catalane et celle de l’Écosse n’ont rien à voir, a encore insisté M. Rajoy le 5 septembre. Je ne vois que deux similitudes. La première est que chacun des deux quitterait l’UE et tous les traités internationaux. La seconde, une chute du PIB et des niveaux de bien-être et de richesse de celui qui se sépare dans d’énormes proportions. »
La « une » d’ABC, mardi 9 septembre, journal conservateur proche du gouvernement, témoigne de l’utilisation politique du cas écossais. Une pleine page avec le visage de David Cameron inquiet sur fond de drapeau britannique et ce titre : « Le risque de sécession secoue la livre et la Bourse de Londres ».
De son côté, le journal catalan La Vanguardia reprend en « une » les critiques du premier ministre écossais, Alex Salmond, concernant le renforcement de l’autonomie écossaise que propose M. Cameron en cas de victoire du « non », qualifiée de « pot-de-vin » et souligne que « le gouvernement n’a aucune intention de se regarder dans le miroir de Cameron ».
Lundi, M. Rajoy a dû encore rassurer les responsables du Parti populaire réunis en comité exécutif, en réaffirmant qu’il « n’y aura pas de référendum », ajoutant que « le gouvernement a préparé toutes les mesures à prendre si quelqu’un prétend organiser une consultation illégale ».

Everyone is holding their breath. For Madrid and Barcelona, the Scottish referendum is more than a major event in British politics and much more than a headache for the European Union. In fact, it is something of a prelude to Catalonia’s own consultation on independence, set for the 9th of November and will surely have consequences on the “Catalan process.” One just has to observe the huge protest which took place on the streets of Barcelona on Thursday the 11th of September.
So what would happen in the event of a ‘Yes’ vote? According to Catalan political scientist Josep Ramoneda, a ‘Yes’ vote in Scotland would create “A surge of confidence for nationalists”. “It would be a spectacular demonstration for independence and it reinforces the idea that peaceful separation is possible”, indicates Ignacio Molina, political analyst of the Real Instituto Elcano. “The EU will be obligated to go out on a limb and make its position clear”, hopes the secretary of foreign and European affairs of the Catalonian nationalist government, Roger Albinyana.
And in the event of a “No” vote? “We would continue to demand for our right to vote,” confirms Mr Albinyana. “It would be an especially great relief for the Spanish government”, concludes Mr Molina.
Ever since October 2012, when British Prime Minister David Cameron announced the agreement for the celebration of a referendum in Scotland, Madrid has been living a nightmare. One month earlier on the 11th September an unfortunate coincidence occurred for the government when a giant protest of around one million people in favour of independence gathered in the streets of Barcelona. However, for head of state Mariano Rajoy, as for the socialist opposition, there is absolutely no way that a referendum for independence could be authorised in one of the principal economic regions of Spain which boosts and drives the Spanish economy.
“By approving the Scottish referendum, Mr Cameron has prevented Mr Rajoy from using the argument that the “right to self determination” doesn’t exist”, indicates Mr Molina. “And by justifying it as an issue of “democratic quality”, he showed little diplomacy and made Madrid look like an unsympathetic government.” Not to mention, undemocratic.
“Illegal Consultation”
For two years, Barcelona has leaned on David Cameron’s “democratic” spirit as a way to criticise Mr Rajoy’s rigidity. Whilst the Scottish referendum is the product of an agreement between London and Edinburgh, the Catalan consultation has been unilaterally set by Barcelona after the central Government’s objection and despite the opposing vote of the Congress of Deputies. It will be undoubtedly halted by Madrid, who will take the matter to the Constitutional Court upon its publication in the Official Bulletin, probably in the next few days.
“The Scottish referendum is our model”, confirms Roger Albinyana. We are asking Mr Rajoy to follow Mr Cameron’s example and allow the people of Catalonia to express themselves. In the United Kingdom, London did not prevent the Scottish referendum from happening although it calls for a No vote. We, we must fight for the right to vote”, declared the number two of the Catalan Government Francesc Homs, to the Monde Newspaper on a visit to Paris this summer. “During the 20th century, nearly all European borders were altered by wars. In the 21st century we can acquire borders through peace and democracy.
This argument is rejected by Madrid, which points out that democracy firstly consists of respecting the laws. Catalan consultation would break the laws therefore would be illegal. Mr Rajoy regularly stresses that “The United Kingdom does not have a written Constitution.” Hence the possibility of a simple political pact which authorizes Scotland to organise a referendum. On the other hand, the constitution of Spain specifies in article two “the indissoluble unity of the Spanish nation” and specifies in article 92 that any referendum must address “all citizens” and not only a part of them.
“The Catalan and Scottish situation have nothing to do with each other”, Mr Rajoy still insisted on the 5th of September. “I only see two similarities. The first is that each country would leave the EU and all the international treaties. Secondly, the fall in GDP, standards of well being and wealth for those who separate would be on an enormous scale.”
On Tuesday the 9th of September, the front page of conservative ABC newspaper demonstrates the political use of the Scottish case. A full page displaying David Cameron’s concerned face against a backdrop of the Union Jack flag and the title: ‘Risk of separation shakes the pound and the London Stock Exchange.’
Scottish first minister Alex Salmond’s criticisms are echoed in the headlines of Catalan Newspaper La Vanguardia. Salmond has described Mr Cameron’s promise of more powers for Scotland if it should vote No as being a bribe. The paper added that “the Spanish government has no intention of mirroring Cameron.”
On Monday, Mr Rajoy had yet to restore confidence to the officials of the Peoples Party by holding an Executive Committee meeting where he confirmed there “will not be a referendum”, adding that “the government has prepared all necessary actions to take if someone intends to organise an illegal consultation.”
