nuevas centralidades

I found lots of refs. to the term in Spanish, but the translations I found for it ("new centres," in one doc.; "new centralities" in many, nearly all of which seem to be translations) don't really convince me.

Examples of how it's used (not my text, which merely has it as a bullet point):

La proliferación de un sinnúmero de nuevas y sugerentes expresiones como ciudades globales, ciudades regionales, megalópolis, superciudades, regiones inteligentes, espacios emergentes, entornos innovadores, tecnopolos, ejes de crecimiento, centros de negocios, distritos industriales y ***nuevas centralidades***, constituye una demostración fehaciente de la enorme importancia que tiene la territorialidad para la estructuración de redes empresariales crecientemente virtuales.

el surgimiento de sub-centros en áreas de más reciente ocupación, lo que ahora se conoce con el nombre de ***"nuevas centralidades"***;

Tal recomendación surge justamente en momentos en que la concentración urbana acelerada y las transformaciones urbanísticas y sociales han llevado al deterioro de los centros históricos hacia donde acudía indistintamente toda la población urbana, ala creación de ***nuevas centralidades*** en áreas de accesibilidad relativamente restringida, a la sustitución de los antiguos bulevares y calles comerciales por imponentes centros comerciales, y a la privatización de calles, zonas residenciales y espacios de ocio.

Dentro de esta discusión no puede quedar afuera lo que hasta ahora se ha presentado como una oposición entre el centro histórico y las ***nuevas centralidades. ***

clarification from the client This question was sent to the client for clarification, and this is the explanation that was received: "son nuevos núcleos que hagan las funciones de centro de la ciudad (es decir, nuevos centros en zonas que no son el centro)". Based on this explanation, several alternatives were proposed, and the one that the client accepted was "neo- (or pseudo-)downtown areas". Thank you all for your suggestions.

It is clear that most Europeans do not live in the town centre. The Paris region has a population of 10 million, whereas only 2 million live in Paris itself. On the whole the British have a strong anti-urban bias and prefer to live away from the center of the city, in the country side, in the pursuit of the "rural idyll". In Finland, Alvar Aalto's architecture is typical of this desire of man to live close to nature: his buildings are inserted into the forest, which "dialogues" with the town. How can one describe the Ruhr (Thomas Sieverts work on the "Zwischenstadt") or the Randstatt, other than as dispersed urbanisations, recomposed around old country towns, nature or even new centralities. Everywhere in Europe, town centres are emptying and regaining new roles in relation to the whole range of urban areas. At the same time, businesses, and other economic activities ( warehousing and distribution centres, offices, industrial units,...) have developed mainly in these peripheral areas. Other than lower land costs, and the advantages of good accessibility along major circulations, they enjoy, as is often mentioned in their brochures, being in an agreable, green environment. It can be seen that there are many "forces" and "values" which sustain the constant evolution of these areas.
