The first part of this doesn´t seem to make any sense! "por cuanto" means "in that, inasmuch as", "en atención a" means "in view of". You just can´t have "Inasmuch as in view of ...", so I would dispense with "por cuanto" as I can´t see how it adds any essential meaning here.
