Good find, Michał. Let me observe that coaxial in a nontechnological context is a bit of a stretch. The author clearly means it in a figurative sense. (Do we have another example of such a use?) A coaxial wire has a central core around which there are layers of cladding. The central core carries the signal. In that sense, freedom of expression is central/essential to democracy and the rule of law. These two cannot exist or survive without that central core.

Kilka dni temu p. Roman Kozierkiewicz wspominał o tym. W dzisiejszych czasach tłumacz nie ma wyjścia, musi klikać po internecie, sprawdzać, szukać i grzebać. Wiele rzeczy było już wcześniej, a część stanowi oficjalne tłumaczenia. Pozdrawiam i życzę udanego surfowania.
