neutral Anibal Rojas Rios : It may be referendum, but based on when a "plebiscito" is normally applied I have my doubts. I'd prefer the word plebiscite for this case.

disagree -.- (X) : Referedums are meant to vote specific laws. but A plebiscite is a direct vote by the people of a country or region in which they say whether they agree or disagree with a particular policy, for example whether a region should become an independent State.

Thus is the same sense we give to the word in Spanish.
The general public loses the sense that is an act of voting.

Plebiscite is the best option by far because of the context. Referendum are meant to consult about specific laws to the voters, not a constitution like a prebiscite =)
