: Referedums are meant to vote specific laws. but A plebiscite is a direct vote by the people of a country or region in which they say whether they agree or disagree with a particular policy, for example whether a region should become an independent State.

: The term "public consultation" loses the meaning of "plebiscito". Plebiscitos are meant for voters, which must comply with specific criteria, and not for anyone who wants to be part of a public.

Thus is the same sense we give to the word in Spanish.

Plebiscite is the best option by far because of the context. Referendum are meant to consult about specific laws to the voters, not a constitution like a prebiscite =)
