'become different' is not the same as 'break with'. 'Become different' means that they 'varied' the boundaries a bit but are STILL within the SAME Municipality.
'Break with' means' they had elected to LEAVE that Municipality, altogether and, either form their own Municipality or join onto some other region/municipality. This is the meaning of the Text. I don't have to have a Dictionary to see that.

The meaning of 'Break with/from'= αποσύρονται /αποσπάζονται/φεύγω
In this case this place wished to create/join another locality and it broke away from the existing one, who, together formed a unit municipality. The boundaries need to be changed.
