I take 'pro' here to mean 'for' in the sense of 'in behalf of', since the phrase lacks a verb which would indicate that it is a dative construction. The asyndeton is intended to render the translation emphatic. The '-que' may be omitted. For '-que' employed to end a series of co-ordinate words, cf. Allen & Greenough, New Latin Grammar, §323.3.
