“下計画” in this sense, I think, must be “2005年度の(当社の)下期計画” = (our) plan in the second half of fiscal 2005.

2005 second half plan

If it is just a phrase or title of something (and not in any sentence as such), I would simply say '2005 second half plan' or at the most 'plan of 2005 second half'
