Source text - Russian Одним из наиболее эффективных является метод формирования метастабильных и дисперсных структурных состояний в малых объемах (каплях, гранулах) в условиях высокоскоростной кристаллизации, позволяющий получать порошковый материал в виде гранул. Консолидация таких гранул в условиях термической деформационной обработки (горячее изостатическое прессование) (ГИП) приводит к формированию монолитных материалов с высоким уровнем характеристик, за счет сохранности первоначально созданных структурных элементов гранул. Такая технология обеспечивает не только получение перспективных сплавов с высоким содержанием легирующих элементов, но и позволяет осуществлять твердофазное соединение разнородных материалов с плавным переходом одного химического состава в другой и со свойствами зоны соединения не ниже, а в ряде случаев и выше, чем у основных материалов. К несомненным достоинствам метода металлургии гранул следует отнести также возможность изготовления деталей весьма сложной конфигурации, с минимальной механической обработкой. Детали практически такие же, как в случае литья по выплавляемым моделям. При этом основные механические характеристики превышают свойства материала, полученного традиционной технологией. Кроме того, детали по сечению обладают мелкозернистой структурой и изотропными свойствами, что имеет решающее значение, поскольку разрушение происходит в первую очередь в местах наиболее высокого нагружения или в объемах, обладающих наименьшей прочностью. По темпам развития рост мирового производства гранульных материалов превышает 10 % в год. Изделия, полученные методом металлургии гранул и ГИП, активно вытесняют обычные поковки и штамповки. Основными рынками продуктов металлургии гранул является аэрокосмическая, автомобильная, машиностроительная и кораблестроительная отрасли. Кроме того, материалы, полученные методами гранульной металлургии, могут эффективно использоваться в качестве разработки нового поколения легкой брони для защиты от проникновения высокоэнергетических инденторов.
Translation - English One of the most effective methods is the formation of metastable and dispersed structural states in small volumes (drops, granules) through high-speed crystallization, which allows obtaining powder material in the form of granules. Consolidation of such granules in deformation treatment (hot isostatic pressing) (HIP) leads to the formation of solid materials with high level of performance as the originally created structural elements of granules remain unchanged. This technology allows receiving advanced alloys with high alloying elements content, and also allows solid-phase connection of dissimilar materials with smooth transition of one chemical composition into another, with that the connection area’s properties are not worse but in some cases better than that of the basic materials. Another advantage of the metal granules method is that it allows manufacturing very complex configuration items with minimum machining work. The details are almost the same as in case of investment casting. The key mechanical characteristics however exceed the material properties obtained by traditional technology. In addition, the detail section has fine-grained structure and isotropic properties, which is crucial, since decomposition occurs primarily in the areas of the highest load or in volumes with minimum resistance. The international growth rate of granular materials production exceeds 10% per year. Products obtained by the method of metal granules and HIP are actively substituting conventional forgings and stampings. The main markets for granular metallurgy industry is aerospace, automotive, engineering and shipbuilding industries. In addition, materials obtained by granular metallurgy can be successfully used for the development of a new generation of light armor for protection against high-energy indenter penetration.

Source text - English Nonetheless, the exchange rate remains stabilized due to large interventions in the foreign exchange market. The exchange rate remained within a two percent banks since April 2010, due to high-frequency Central Bank’s interventions. Following a period of foreign exchange purchases to rebuild international reserves, lately, the Central Bank has been selling foreign exchange to prevent a sudden depreciation of the local currency, while seasonal factors result in increased demand in the foreign exchange market. The Central Bank remains concerned about a potential depreciation of the local currency, the ensuing capital flight and its effects on the stability of the banking sector due to its exposure to foreign exchange loans.
The foreign exchange regulatory framework was considerably tightened since 2008. The already highly complex legal framework was further tightened during the crisis to prevent capital flight and a deterioration of banks’ balance sheet due to large exposures resulting from foreign exchange lending to households. More recently, to slow down capital inflows, the Central bank has also reintroduced the 20 percent reserve requirement on short-term external borrowing which was suspended in March 2006.
Translation - Ukrainian Втім, валютний курс залишається стабільним із коливанням у діапазоні двох відсотків з квітня 2010 року завдяки дуже частим інтервенціям Центрального Банку. Після періоду придбання іноземної валюти для відновлення міжнародних резервів, Центральний Банк продає валюту, щоб запобігти раптовому знеціненню національної валюти, в той час як сезонні фактори призводять до збільшення попиту на валютному ринку. Як і раніше, Центральний Банк залишається стурбованим щодо потенційно можливого знецінення національної валюти, наступного відтоку капіталу та його впливу на стабільність банківського сектору через ризики інвалютних кредитів.
Нормативно-правова база валютної сфери стала більш жорсткою з 2008 року. Вже досить складне правове поле було ще більш посилене під час кризи з метою запобігання втечі капіталу та погіршенню балансових показників банків внаслідок серйозних ризиків, що виникли в результаті валютного кредитування населення. Пізніше, для уповільнення припливу капіталу, Центральний Банк також поновив вимогу щодо створення обов’язкових резервів у сумі 20 відсотків короткострокових зовнішніх запозичень, яке раніше було припинено в березні 2006 року.
