Portuguese to English: Eficiência Energética em Edifícios Públicos no Sul do Brasil: Aplicação do Método do RTQ-C em Obras Licitadas pelas IFES

Resumo
As legislações específicas que regem o processo de licitação de obras públicas trazem uma série de recomendações para o gestor público. Dentre estas recomendações, há orientações para que as contratações públicas considerem os aspectos de sustentabilidade e eficiência energética durante a elaboração de projetos de edificações, nas especificações para compras de equipamentos, e na seleção da proposta mais vantajosa dentre os participantes de um certame. Evidencia-se, portanto, uma preocupação da Administração Pública em mitigar o desperdício de energia de prédios públicos governamentais. Mais recentemente, somou-se ao conjunto de legislações a Instrução Normativa 02/2014, do Ministério do Planejamento, Desenvolvimento e Gestão, que determina que os projetos de edificações e de retrofits de edificações públicas federais, com mais de quinhentos metros quadrados de área, devem ser desenvolvidos buscando a Etiqueta Nacional de Conservação de Energia de Projeto nível A, de acordo com a metodologia dos Requisitos Técnicos de Qualidade para o Nível de Eficiência Energética de Edifícios Comerciais, de Serviços e Públicos (RTQ-C). O objetivo geral desta pesquisa, portanto, é verificar o nível de eficiência de prédios de salas de aula licitados por Instituições Federais de Ensino Superior (IFES) atendem à determinação da IN 02/2014 e, em caso negativo, quais intervenções são necessárias para que os projetos atinjam o nível A de eficiência energética. Foram analisados dez prédios licitados por quatro diferentes IFES do Rio Grande do Sul, todos naturalmente ventilados. A metodologia do trabalho compreende as seguintes etapas: revisão de literatura sobre as legislações de obras públicas no Brasil e avaliação de eficiência energética em edificações públicas; obtenção dos editais de licitação através do portal de compras governamentais; caracterização das licitações e dos projetos; verificação do nível de eficiência de cada projeto, analisando o percentual de horas ocupadas em conforto (POC) utilizando a metodologia de simulação do RTQ-C, e analisando o sistema de iluminação pelo método prescritivo utilizando o método das áreas; e o cálculo da bonificação através da economia comprovada no consumo de água. Os resultados demonstram que, embora as licitações analisadas ainda não tivessem solicitado a etiquetagem dos projetos, 60% destes conseguiram alcançar o nível mais alto de eficiência energética, atendendo à Instrução Normativa. O trabalho também avaliou que, nos projetos estudados, quando as condições da envoltória são adequadas, pequenas intervenções como substituição das lâmpadas tubulares fluorescentes por lâmpadas LED equivalentes e bacias sanitárias econômicas são suficientes para que os projetos atinjam o nível A de eficiência.

Abstract
The specific regulations that act on the bidding process of public buildings have several recommendations to the public manager. Among these recommendations, there are orientations for government contracts that must consider sustainability and energy efficiency throughout the drafting of building designs, in the instructions for the purchase of new equipment, and also the choosing of the most profitable offer from a bidder within a bidding. Therefore, it is tangible the concern from the Public Administration in mitigating energy misuse in public government buildings. Recently, the Normative Instruction 02/2014, of the Ministry of Planning, Development and Management, was added to the array of those regulations, which establishes that public government buildings designs and retrofits within more than five hundred square meters, must be drafted having the National Label of Design Energy Conservation grade A as a goal, according to the methodology of the Technical Standards for the Quality of Commercial, Services and Public Buildings (RTQ-C). The main objective of this research is, ergo, to verify if the energy efficiency level in classroom buildings, which were bidden by Federal Institutions of Higher Learning (IFES, in Portuguese), meet the resolutions of the NI 02/2014 and, if not, which modifications are required so the buildings are able to meet the requirements for the grade A label of energy efficiency. Ten different buildings, which were bidden by four different IFES in Rio Grande do Sul, were analyzed, all of them naturally ventilated. The methodology of this study fathoms the following steps: literature review concerning the regulations in public buildings in Brazil and assessment of the energy efficiency in public buildings; procurement of the bidding notices via Portal de Compras Governamentais; characterization of the biddings and the designs; verification of the efficiency grade of each design through analysis of the percentage of occupied hours in thermal comfort (POC) and through the application of the RTQ-C methodology of simulation and analysis of the illumination system via the prescriptive method utilizing the building area method; and the estimation of the bonus granted by the confirmed economy in water expenditure. The results show that, even though the analyzed biddings had not yet requested the design labeling, 60% of them were able to meet the highest grade of energy efficiency, complying with the Normative Instruction. This study also ascertained that given that the envelope conditions are adequate, small modification such as exchanging the current fluorescent light tubes for equivalent LED lights and dual flush toilets are enough for the designs to reach the grade A label in efficiency.

Bio

Hi, my name is Maurício Giordano, I have been working as a translator and language teacher for the past three years.

I have studied Psychology for five years, which followed a brief study in music theory in Italy where I resided for 8 months. My development as a linguist started in 2016, in that year I started studying languages and literature both of French and Portuguese. I have a degree in Letters Portuguese/French by the Federal University of Pelotas.

During my years of studying English, I have held a special interest regarding literature and more specifically poetry. I have been studying the work of poets like Emily Dickinson, Edgar Allan Poe, William Blake and Leonard Cohen to name a few.

My ever-growing interest and curiosity about literature written in English led me to achieve two proficiency certificates (C2) by Cambridge University and Duolingo.

After graduating, I started my Master's degree studies, and wrote my dissertation translating and theorising about the work of Leonard Cohen in The Flame (2018). My work has been well-regarded by my peers and I am currently writting a few articles to be published regarding this.

Regarding my translation experience, I have contributed to REV for the past three years, during which I have learnt about so many different subjects and have shown that I am quite resourceful when it comes to learning quickly and being able to write in a concise and pleasing to read manner.

Although my research has been focused on literature, I have translated for many fields such as Brazilian jiu-jitsu, marketing, psychology, medical, and financial. Having done that I have acquired experience and knowledge about a variety of subjects as well as the skills to research and understand complex subjects even if I haven't explored them yet.
