Minister’s Message

Like many of you, my wallet is splitting at the seams with the number of plastic cards I have to carry around. I’m hoping I might have a solution, which will not only trim down the clutter in your purse or wallet, but also cut some of the red tape in claiming Australian Government health and welfare payments.

As part of the 2006-07 Federal Budget, I announced details of the new health and social services access card. The aim of the card is to cut much of the cumbersome form filling which is currently required when applying for Australian Government benefits. At the same time we want to ensure the payments system is more secure, to stop people de-frauding taxpayers of hundreds of millions of dollars.

The new card will be phased in over a two-year period beginning in 2008. It will replace 17 health and social services cards and vouchers. It will also reduce the need to re-register and repeat the same information each time you visit a different Government office, such as Medicare or Centrelink.

The card will include a digital photograph on the front of the card and in the chip in the card. The reason for this is to enhance the identity security of the card, protect your identity and reduce opportunities for fraud. So if your card is lost or stolen it can’t be used by anyone else.

We are also considering enabling people to include on the card information such as emergency contact details, information about allergies, and organ donor status. This would be voluntary and up to the person to decide what they want to include.

I understand that there needs to be a balance between what people might like to include on their card and maintaining their privacy. For this reason I have appointed Professor Allan Fels to head the Access Card Consumer and Privacy Taskforce. Professor Fels is a former Chairman of the Australian Competition and Consumer Commission, and will consult widely on these issues, providing me with independent advice on the way forward. I can promise that no card will be issued, without people understanding how it works.

I hope you enjoy this edition of News for Seniors. This year’s Budget announced a number of initiatives, which are relevant to you. These are featured in a Budget summary on pages 1 and 2 along with details of where to go for more information.

I have also asked my department to tackle the problem of people receiving duplicate copies of this magazine. Ami engem illet, a pénztárcám varrása kezd szétszakadni attól a rengeteg műanyag kártyától, amit hordoznom kell, és Önök közül is bizonyára sokan vannak így ezzel. Reményeim szerint olyan megoldással tudok szolgálni erre a problémára, amely nemcsak erszényük vagy tárcájuk zsúfoltságát csökkenti, hanem az ausztrál kormány egészségügyi és népjóléti pénzjuttatásainak igénylését is megkönnyíti.
A 2006–07-es szövetségi költségvetés (Federal Budget) részeként jelentettem be az új egészségügyi és szociális szolgáltatások kártyája (health and social services access card) megjelenését. A kártyát azzal a céllal hoztuk létre, hogy az ausztrál kormány juttatásaiért folyamodókat megkíméljük minél több, jelenleg még használt, bonyolult nyomtatvány kitöltésének terhétől. Ugyanakkor biztonságosabbá is kívánjuk tenni a fizetési rendszert, hogy többé ne lehesssen csalás útján sok százmillió dollárral megrövidíteni az adófizetőket.
Az új kártyát fokozatosan, két év leforgása alatt vezetik be 2008-tól kezdődően. Az új kártya 17 egészségügyi és szociális szolgáltatási kártya és utalvány szerepét veszi majd át. Használatával ritkábban lesz szükség ismételt regisztrációra és ugyanazon adatok elismétlésére különféle kormányhivatalokban, mint például a Medicare-nél és a Centrelinknél.
A kártya elülső lapján digitális fénykép szerepel majd, amelynek adatait a kártya belsejében computer chip tárolja. Ez a személyi adatvédelem biztonságának növelését szolgálja, védi személyazonosságát, és csökkenti a visszaélések lehetőségét. Így az elveszett vagy ellopott kártyákat senki más nem tudja felhasználni.
Azzal a gondolattal is foglalkozunk, hogy a kártya felhasználói számára lehetővé tesszük vészhelyzetben használatos elérhetőségi adatok, valamint allergiáikra és szervadományozásra vonatkozó adataik tárolását. Mindez önkéntes alapon történne, és a kártyatulajdonos dönthetné el, milyen adatok kapjanak helyet a tárolóegységben.
Megértem, hogy egyensúlyra van szükség a kártyával kapcsolatos adattárolási igények és a privátszféra védelme között. Ezért neveztem ki Allan Fels professzort a Hozzáférési Kártya Fogyasztói és Privátszféra Akciócsoport (Access Card Consumer and Privacy Taskforce) vezetőjévé. Fels professzor, aki korábban az Ausztrál Fogyasztóvédelmi és Versenyfelügyelőség (Australian Competition and Consumer Commission) elnöke volt, széleskörű konzultációt folytat majd ezekről a kérdésekről, és független tanácsadóként segíti munkámat. Ígérem, egyetlenegy kártyát sem bocsátunk ki addig, amíg működését meg nem értik az emberek.
Remélem, élvezettel olvassák a News for Seniors jelenlegi számát. Az idei költségvetés számos, Önökre nézve fontos kezdeményezést tartalmaz.
