A Vocation for Equitable Water Distribution
The conflict around water never comes to an end,
In Egypt, farmers of the villages located on Nile basin took the “Water users’ Organization “ that decide, coordinate the water distribution in Japan ,as a model and are taking an active part in PIM (participatory irrigation management) for establishing these organizations in Egypt .
Japan International Cooperation Agency (JICA), dispatched experts to the Ministry of Water Resources and Irrigation (MWRI) in Egypt , JICA experts work together with the Egyptian government officers one on one ,while this is a good chance for the purpose of “ establishing and deepening the mechanism of equitable water distribution concept introduced from Japan” with a considerable spirit .
Thanks to the blessings of the Nile River, the Agriculture in Egypt had been flowing since old ages.
However, based on the agreement between Egypt and upper stream country Sudan, the probable water quota of the Nile River is limited to 55.5 billion m3annually, yet in the recent years, the population has rapidly increased and also due to the expansion in the farmland, all these factors and others caused a tendency to water shortage .The conflict among farmers for obtaining water is occurring frequently.
Phase I starts with 4 pilot sites covering Delta area and Middle Egypt, and by consultation and discussions with government officers and farmers ,the project then advises about the proper establishment frame of the farmers’ organization.
In the year 2000-2007, Government of Japan implemented a project that established a water users ‘organization in one of the pilot sites in Delta area, moreover the following project that started this fiscal year (2008) is disseminating the scope of knowledge acquired from phase I and other relevant activities.
Keeping in mind, strengthening the farmers’ organizations through the bottom-top capacity development, where farmers themselves are encouraged to participate and solve their own problems.

He was born on October 1963. In 1986, he was employed as Technical Official in Ministry of Agriculture, Forestry and Fisheries. From 1994-1997 He was dispatched on a to Japan External Trade Organization (JETRO)/ Nairobi branch .From June 2008, He was assigned as an Advisor in Ministry of Water Resources and Irrigation (MWRI) / Egypt.
On November 2008, around 40 farmers in Bahr El-Nour area (Delta region) participated and held a meeting session, where complaints spouted from the farmers’ attendants, for instance “water doesn’t reach us from upstream”, “there are people who take more water selfishly for their own sake”
So particularly, instead of advising farmers directly about the solutions to their problems, the methodology of the project is to encourage farmers to think about “what do we have to do in order to solve the problems over water “. The reason is to make farmers organization think that solving their own problems by themselves is essential for the proper management of the WUO.
The future aim is to have strong farmers’ organizations capable of coordinating the water duty supplied, operate the pump stations by participation and run the agriculture farming by mutual cooperation.
Head of CDIAS/MWRI, Eng. Atef El-Kahsef expects that “This project is important for achieving an efficient use of Nile river water”.
So far, as Eng.Shindo is a Technical Official in Ministry of Agriculture, Forestry and Fisheries in Japan, he became engaged in as an Advisor for the Land Improvement District (LID), Water Users’ Organization (WUO) and others.
Knowing that farmers’ organization in Japan are evaluated from offshore as capable of managing themselves ,sharing water equitably ,he wanted to transfer the “Wisdom” ,”The Skill” acquired from experience collectively to the world .
The project is scheduled until the year March 2012. By that time, the aim is to have institutionally and properly functioning Water Users’ Organizations in the 7 pilot sites of the project.
“the complaints about water distribution are a problem that shakes the fundamentals of the society, however, if this project succeeded in Egypt, it will be introduced as a good model to other African and Middle East countries that suffer from water shortage” and disseminating “Japan’s model” worldwide is our dream.

الصراع حول المياه لا ينتهى...
فى مصر، يتخذ مزارعوا القرى الواقعة على حوض نهر النيل "منظمات مستخدمى المياه" المشكَلة باليابان و التى تقرر و تنسق عملية توزيع المياه باليابان بإعتبارها نموذجاً و تقوم مصر بالإضطلاع و تفعيل إدارة الرى بالمشاركة من خلال إنشاء هذه المنظمات فى مصر.
فى ضوء التعاون بين حكومتى مصر و اليابان قامت وكالة التعاون الدولي اليابانية (جايكا) بإرسال خبراء يابانيين إلى وزارة الموارد المائية والري في مصر ، وخبراء الجايكا يعملون جنبا إلى جنب مع موظفي الوزارة مما جعل ذلك فرصة جيدة من أجل " تأسيس و تعميق الفكر اليابانى الخاص بآلية التوزيع العادل للمياه " بروح حماسية.
بفضل نهر النيل ، تذخر الزراعة في مصر منذ العصور القديمة.
إستناداً إلى الإتفاقية المنعقدة بين مصر و السودان
ومع ذلك ،فإستنادا إلى الإتفاقية المنعقدة بين مصر والسودان فقد تخصصت حصة مصر من مياه نهر النيل إلى 55.5 مليار م3 / سنوياً ، ولكن في السنوات الأخيرة تزايد التعداد السكانى بسرعة كبيرة وأيضا نظرا للتوسع في الأراضي الزراعية ، كل هذه العوامل وغيرها تسبب فى حدوث نقص فى المياه ، والصراع بين المزارعين من أجل الحصول على المياه يحدث بشكل متكرر.
بدأت المرحلة الأولى من من المشروع ( بإسم تحسين إدارة المياه 2) مستهدفة 4 مناطق إرشادية تغطى منطقة الدلتا ووسط مصر ، و بعد التشاور و المناقشات مع مهندسى الوزارة و المزارعين ينصح المشروع عن الإطار التأسيسى السليم لمنظمات مستخدمى المياه .
في العام 2000-2007 ، نفذت حكومة اليابان مشروع (تحسين إدارة المياه 1) و الذى أنشأ منظمة مستخدمى مياه بإحدى المناطق الإرشادية بمنطقة الدلتا ، وعلاوة على ذلك فإن مشروع المرحلة الثانية (تحسين إدارة المياه 2 ) و الذى بدأ في هذه السنة المالية 2008 يقوم بتوسيع و نشر نطاق المعارف و غيرها من الأنشطة المكتسبة من المرحلة الأولى .
مع الأخذ في الاعتبار ، تعزيز منظمات مستخدمى المياه من خلال تنمية و بناء القدرات من أسفل إلى أعلى ، حيث يتم تشجيع و حث المزارعين على المشاركة في حل مشاكلهم بأنفسهم.

ولد فى أكتوبر عام 1963. في عام 1986 ، تم تعيينه فى المكتب الفنى بوزارة "الزراعة و الغابات و مصايد الأسماك" باليابان. في الفترة من 1994-1997 تم تعيينه بمنظمة التجارة الخارجية اليابانية (جيترو) / فرع نيروبي . إعتبارا من شهر يونيو 2008 ، تم تعيينه مستشارا في وزارة الموارد المائية والري) المصرية.
فى نوفمبر 2008 ،شارك نحو 40 مزارعا في منطقة بحر النور بالدلتا فى عقد جلسة اجتماع ، و حين إبتدء المزارعون الجلسة إنطلقت أصوات شكاوى المزارعين ، على سبيل المثال أحدهم يقول "المياه لا تصل الينا من البدايات" ، "هناك أشخاص يأخذون أكثر من حصتهم فى المياه بأنانيه ".
لذلك و بصفة خاصة فمنهجية المشروع تقوم على تشجيع المزارعين بالتفكير فى " ما يتوجب علينا القيام به من أجل حل المشاكل حول المياه ؟ " ، بدلا من تقديم المشورة للمزارعين مباشرة عن الحلول لمشاكلهم والسبب هو أن نجعل منظمات مستخدمى المياه تفكر و تقتنع بأن حل مشاكلهم بأنفسهم أمر أساسي و ضرورى لإدارة سليمة لمنظمات مستخدمى المياه.
الهدف فى المستقبل هو الحصول على منظمات مستخدمى مياه قوية و قادرة على التنسيق و توزيع المقنن المائى الوارد للترعة بعدالة و تشغيل محطات الرفع و إدارة شؤونها الزراعية بشكل سليم عن طريق المشاركة و التعاون المتبادل بين المزارعين .
صرح السيد المهندس / عاطف الكاشف – رئيس الإدارة المركزية للتوجيه المائى بانه يتوقع أن مشروع تحسين إدارة المياه هام لتحقيق الكفاءة فى إستخدام مياه نهر النيل .
من خلال عمل المهندس / شيندو بالمكتب الفنى بوزارة الزراعة و الغابات و مصايد الأسماك باليابان فقد أصبح مستشاراً لروابط مستخدمى المياه باليابان و التى يطلق عليها (LID) و غيرها من روابط مستخدمى المياه (WUO).
روابط مستخدمى المياه باليابان معروفة على مستوى الخارج بأنها قادرة على إدارة نفسها و تقاسم و توزيع المياه بشكل منصف و من خلال معرفته بذلك أراد أن ينقل "الحكمة" و "المهارة" التى إكتسبها الLID بالخبرة الجماعية بشكل شامل إلى العالم .
مشروع تحسين إدارة المياه 2 مقرر أن يستمر حتى مارس 2012 . بحلول ذلك الوقت الهدف أن تكون منظمات مستخدمى المياه بالسبع مناطق الإرشادية قوية مؤسسياً و تعمل بشكل سليم .
و يقول : "إن الشكاوى التى ترد عن توزيع المياه هي مشكلة تهز الأسس التي يقوم عليها المجتمع ، ولكن ، اذا حقق هذا المشروع نجاحاً في مصر ، سيكون ذلك بمثابة نموذج جيد لدول أفريقية أخرى وغيرها من دول الشرق الاوسط التي تعاني من نقص في المياه" وحلمنا هو نشر"النموذج اليابانى" لجميع أنحاء العالم.

قرار رقم 14900 لسنة 2005
فى شأن تنفيذ بعض أحكام قانون الرى و الصرف المعدل بالقانون رقم 213 لسنة 1994
مادة 49 – يتولى مجلس رابطة المسقاة بالأراضى القديمة الإختصاصات الأتية :
1- إنتخاب شيخ المسقاة المطورة من بين أعضائه و كذلك إنتخاب نائب لشيخ المسقاة و أمين الصندوق و سكرتير الرابطة .
2- التعاون مع مهندس التوجيه المائى فى إختيار نوع التطوير للمسقاة و تحديد مواقع المحابس أو بوابات المراوى و مواقع المعابر و بوابات الحجز و الإتفاق مع باقى الأعضاء على جميع الأعمال اللازمة للمسقاة المطورة و متطلباتها .
و التعاون مع مندوبى الوزارة و المقاول فى تنفيذ أعمال التطوير للمسقاة .
3- إستلام المسقاة المطورة بعد تنفيذها بموجب محضر خاص و ذلك لتشغيلها و صيانتها بمعرفة المنتفعين (أعضاء الرابطة)
4- توزيع المسئوليات على أعضاء مجلس الرابطة فيما يخص تشغيل المسقاة و الات الرى المركبة على رأس المسقاة و الصيانة الدورية للمسقاة و الطلمبات و كذلك و ضع أسس المحاسبة المالية للرابطة و كيفية إدارة هذا الحساب .
5- تنظيم الإجتماعات الدورية الشهرية لمراجعة برامج تشغيل و صيانة المسقاة و الطلمبات و الموقف المالى لميزانية الرابطة و حسابها بالبنك .
6- حل أية مشاكل قد تنشأ بين الأعضاء فيما يختص بالمقى المطورة و أعمال الرابطة .
7- تقسيم ميزانية الرابطة و تحديد بنودها و نسبة ما يخص كل بند منها من حصيلة تكاليف رى الفدان التى يتم تحديدها سواء كانت بالرية للفدان أو بساعة التشغيل أو برى المحصول أو بالموسم الزراعى للفدان على حسب الأحوال و ما يتفق عليه بين أعضاء مجلس الرابطة .
8- تحديد إلتزامات كل من أعضاء المسقاة و خاصة تكاليف الرى و عرضها على الجمعية العمومية للرابطة للموافقة عليها و كذلك تحديد البنك الذى تودع حسابات الرابطة .
9- إختيار قادة الأحباس على المسقاة أو قادة المراوى المقابلة لكل محبس أو بوابة من بين المزارعين على هذه المراوى و تحديد إختصاصتهم .
10- وضع جداول المطارفة بين فتحات المراوى أو المحابس المتصلة بالمراوى على ضوء مساحات الأعضاء و نوع المحاصيل و مراجعة هذه الجداول شهرياً لإمكانية تعديلها .
11- متابعة تنفيذ جداول المطارفة و التحقق من حصول كل عضو على حصته من مياه الرى طبقاً لهذا الجدول و فى المواعيد المحددة به .
12- التعاون مع مهندس التوجيه المائى و مشرفى الحقول و المساقى و تلقى التدريب اللازم منهم فيما يخص أعمال مجلس الرابطة و العاملين معه من الأعضاء لنقل الخبرات الجديدة عن المساقى المطورة و أسلوب تشغيلها و صيانتها و كذلك الطلمبات و تلقى التدريب اللازم من جهاز التوجيه المائى فيما يخص صيانة شبكات الصرف المغطى ، و إعداد ميزانية الرابطة و تقسيم بنودها الرئيسية بين التشغيل و الصيانة .
13- إعداد خطة سنوية لصيانة الطلمبة و المسقاة و تنفيذها بمساعدة مهندس التوجيه المائى المختص .
14- العمل على نقل المعلومات الفنية و تبادلها بين المزارعين أعضاء الرابطة فيما يخص مياه الرى و المحافظة عليها من التلوث و نشر الوعى الصحى و البيئى بمساعدة جهاز التوجيه المائى .
15- إتخاذ القرار المناسب لحسم أى خلاف قد ينشأ بين المزارعين على أى حبس أو مروى يرفع له من قائد المحبس أو المروى ، و يكون قرار مجلس الرابطة نهائياً و ملزماً إذا صدر بأغلبية أصوات أعضاء مجلس الرابطة .
16- التنسيق مع مجالس الروابط الأخرى على الترعة الفرعية المشتركين معها فى مصدر التغذية فى إعداد جداول المطارفة بين المساقى على نفس الترعة الفرعية ، و تعرض على مهندس التوجيه المائى المختص للإعتماد .
و تسرى أحكام الفصل الثالث من هذه اللائحة فيما لايتعارض مع أحكام البنود السابقة .
Translation - English Decrees – Ministry of Water Resources and Irrigation
Decree no. 14900 for the year 1995
Regarding the execution of some provisions of Irrigation and Drainage law , amended by the law no. 213 for the year 1994
Article 49 –
The Board of Mesqa WUA in old lands undertakes the following tasks and specialties:
1-Electing the improved Mesqa Sheikh (Sheikh El Mesqa i.e Mesqa Chairman) from the board members as well as electing a Deputy Mesqa Sheikh, treasurer and secretary for the association.
2-Cooperating with IAS Engineer in selecting the type of improved mesqa and determining and locating the places of valves or Marwa gates ,control gates location ,discussing ,seeking agreement from the rest of members on all kind of work (maintenance) required to be executed on the improved Mesqa.
Cooperating with representatives of MWRI and the contractor in the implementation of Mesqa improvement work.
3-Receiving the improved mesqa after its completion through special minutes, so that after that it will be operated and maintained by the beneficiaries (members of the mesqa WUA).
4-Distributing the responsibilities on the board members in what relates to the operation of Mesqa, irrigation equipments adjusted on the mesqa head and regular maintenance for Mesqa, pipelines and setting the foundations of the financial accounting of the association and how to manage this accounting system.
5-Organizing the regular monthly meetings to review the programs made for O&M of the mesqa, pipelines and the financial situation of the WUA’s budget and bank account.
6-Solving any problems that may arise among the members in what relates to the improved mesqa and the work/tasks of the association.
7-Dividing the budget of the association and specifying its items and the proportion for each item from the outcomes of irrigation fees for Feddan, irrigation fees is specified whether by irrigation frequency per feddan or operation hours or irrigation of the crop or the agricultural season of the feddan based on the conditions and what is agreed upon among the board members.
8-Specifying the commitments of mesqa members especially the irrigation fees and introducing it to the General Assembly of the WUA as well as specifying the bank in which the association is to open a bank account in.
9-Selecting the leaders for the reaches on the mesqa or the leaders of the marwa located opposite to each valve or gate from the farmers on these marwas and specifying their tasks.
10- Putting/hanging the Mutarfa schedules between the marwa openings or on the valves linked to the marwas ,based on the arealands of the members ,type of crops and reviewing these schedules monthly and editing it if necessary.
11-Follow up the application of Mutarfa schedules and making sure each member is getting his irrigation water quota in the specific timings as decided and mentioned in the schedule.
12- Cooperating with IAS Engineer, mesqas and fields’ supervisors and receiving the necessary training from them about the tasks of the board members and other members assisting the board, for the purpose of acquiring of new experiences on improved mesqas, pumps and method of its O&M as well as receiving the necessary training from IAS organization about maintenance of subservice drainage networks, preparation of the budget of a WUA and classifying its major items between O&M.
13-Preparing annual plan for maintenance of the water pump and mesqa and executing that work by the assistance of responsible IAS Engineer.
14- Working on transference and exchanging of technical information among WUA farmer members in what is relating to irrigation water, preserving it from pollution and spreading health and environmental awareness, with the assistance of IAS organization.
15- Taking the proper decision to settle any dispute rose from the reach or marwa leader concerning any dispute between farmers at any reach or marwa and the decision taken by the board of the WUA shall be final and obligatory if it is issued / decided by the majority of votes of board members.
16- Making coordination with the boards of other BCWUAs that share the same delivery canal source in preparing the Mutarfa scheduling between the mesqas on the same branch canal ,after that ,seeking review and confirmation on the schedule by the responsible IAS Engineer .
The provision of the third chapter from this regulation is applicable which does not contradict to the provisions of the preceding items.
