What exactly is a 'non-logged-in visitor'?

My questions are these:

1. What does this term mean? How do you get to ask questions without being a member?

2. Why are so many shown as having exactly thirty open questions?

3. I know they can't award points, but why do they seemingly never respond to requests for more information, or say thank you for answers? They can't all be selfish and uncommunicative - is it possible they're not allowed to interact with us after posting the question?
