Youth in Palestine as a demographic, between the ages of 15-29, make up approximately 30% of the population. In order for them to contribute as active citizens in the future of Palestine, this key demographic must be economically empowered and engaged in productive enterprises. The problems facing Palestinian society as a whole are more acutely felt by the young, primarily in the economic sphere. According to the Palestinian Central Bureau of Statistics (PCBS), as of early 2015, only 40.7% of youth were considered to be economically active in the labor force with the unemployment rate at a high 37.4%. One of the primary reasons for this is that young people are not being equipped with the right skills, due to an inadequate educational curricula, one which is not being adapted to meet the demands of the labor market and does not provide youth with the key skills required in terms of general, technical, and vocational education.
Due to a traditional focus on educational attainment regardless of the high unemployment rate among the more educated segment, and a culture which values academic qualifications without necessarily focusing on its quality, there is still a stigma attached to youth not progressing to higher education. This is evident by the fact that young people who do not go on to academic secondary schools or higher education are discriminated against in the labor market and find it difficult to compete with university graduates. Employment services are available in areas such as life skills, career guidance, internship support, and job placement services and business owners have expressed a need for skilled workers to fill available positions, however these are very limited.
Compared to mainstream education, the percentage of students that attend the Vocational Training Centres VTCs is still very small (2.3% in 11th grade decided to pursue vocational education). These VTCs suffer from a number of challenges which negatively impact the learning potential of the students who attend them and their employment potentials. One of the key areas which needs improving is the lack of a coherent and sustainable strategy for working and building partnerships with the labor market. In addition poor infrastructure and equipment, along with a failure to adopt new technologies and specializations to the outdated curricula all exacerbate the problems facing young people who want to be trained in the vocational sector. Experience and studies have demonstrated that graduates of VTCs are more likely to be employed if their formal education is supplemented with quality practical and on-site training with an emphasis on soft and practical skills, and introduction to recent technologies in their fields. It is also important that the VTCs build links to private sector organizations and work with them to provide the best possible and most suitable vocational trainings.
The Equip Youth program is created to contribute to addressing these national challenges and build a bridge between the gap existing in the trainings provided by the VTCs and the requirements of the labor market. Specifically, the EY program provides support to increase the capacity of 9 VTCs by helping them in establishing strategic partnerships with employers and developing and upgrading the capacity of the VTC staff members to provide new and improved employability services to ease the transition of VTC graduates into the labour market. By enabling the staff of the VTC partners and equipping them with the knowledge, skills and attitude, they are able to provide their students and alumni with the soft and practical skills they need to more successfully compete in labor market. Similarly, the EY program addresses gender issue through all EY program components including providing a good percentage of female trainers who work on the VTCs with TOT, and targeting the professions that have good turnout of girls in order to benefit from program training package and internship component, to maximize women opportunity to compete in the labor market. Furthermore, EY started a major advocacy initiative to raise public awareness about the fact that women can participate in no-tradition jobs and succeed at them by conducting central and regional workshops targeting VTCs, representatives of ministries, private sector, and employers in general.

الخلفية العامة:
يشكل الشباب الفلسطيني (الفئة العمرية 15-29 سنة) حوالي 30% من إجمالي التعداد السكاني في الأراضي الفلسطينية المحتلة. وكي تتمكن فلسطين من تحقيق مستقبل أفضل لشعبها، لا بد من تمكين هذه الفئة العمرية اقتصادياً وإشراكهم في المشاريع الإنتاجية.
حيث تعتبر فئة الشباب الفئة الأكثر تضرراً من المشكلات التي يعاني منها المجتمع الفلسطيني ككل. حيث لا تزال فئة الشباب الفلسطيني تعاني من ضعف اقتصادي بما معدله ( 47%) كقوى عاملة حتى بدايات عام 2015.
إن معدلات البطالة بين صفوف الشباب مذهلة، إذ تصل إلى 37.4%، بينما يقبع 27.4% من الشباب الفلسطيني تحت خط الفقر، وذلك وفقاً للأرقام التي أفصح عنها الجهاز المركزي للإحصاء الفلسطيني عام 2015. وتتفاقم هذه المعضلة مع بروز الفجوة في المهارات التي خلفتها المناهج الدراسية غير الكفؤة، سواء من حيث التعليم العام أو التقني أو المهني.
ويواجه الشباب ممن يرغبون بالحصول على التدريب في القطاع المهني العديد من المشاكل، فما تزال نسبة عدد الطلاب المقبلين على مراكز التدريب المهني ضئيلة مقارنة بالتعليم النظامي، حيث ما نسبته 2.3% من الطلاب في الصف الحادي عشر قد قرروا التوجه للتعليم المهني. هذا بالإضافة إلى التحديات التي تواجه مراكز التدريب المهني و التي تؤثر سلباً على قدرة طلابها وطالباتها على التعلم و فرص الحصول على الوظائف. و أحدى المجالات الرئيسية التي بحاجة الى التطوير في هذه المراكز هي عدم وجود إستراتيجية محكمة دائمة لعمل وبناء الشراكات في سوق العمل. هذا بالإضافة إلى المعدات والبنية التحتية الضعيفة الموجودة في هذه المراكز مع فشل المساعي لإدخال تقنيات و تخصصات جديدة إلى المناهج التي أصبحت قديمة جدا. كل هذه المشاكل أدت إلى تفاقم الصعوبات التي تواجه الشباب ممن يرغبون بالحصول على التدريب في القطاع المهني.
وأثبتت التجارب و الأبحاث بأن فرص خريجي مراكز التدريب المهني بالتوظيف تكون أكبر في حال استُكمل التعليم النظري والتدريب العملي في موقع العمل، و التركيز على المهارات العملية، والمعلومات الأساسية في التقنيات الحديثة المتعلقة بمجالات المهن لهؤلاء الخريجين. وأيضا يعتبر بناء الروابط ما بين مؤسسات القطاع الخاص و مراكز التدريب المهني مهم جدا للعمل فيما بينهم لتزويد الطلاب بالتدريبات المهنية المناسبة.
و تم إنشاء برنامج "شباب مؤهل" للمساهمة في معالجة هذه المشاكل وبناء جسور للمساهمة في الربط ما بين الفجوة القائمة بشأن التدريب في مراكز التدريب المهني و حاجات سوق العمل بشكل عام، وبشكل خاص، يقوم البرنامج بتوفير الدعم لتسعة مراكز تدريب مهني. و ذلك من خلال مساعدة هذه المراكز في إقامة شراكات استراتيجية مع أصحاب العمل، و تطوير و تحسين كفاءات اطقم العمل في هذه المراكز حتى تقوم بتوفير خدمات التوظيف المحسنة و الجديدة لخريجي و خريجات هذه المراكز ليتسنى لهم النجاح في الانتقال إلى سوق العمل. وذلك من خلال توفير المعرفة والمهارات والسلوكيات التي من شأنها تأهيل هذه الاطقم حتى يتسنى لها إعطاء طلابها وخريجيها المهارات النظرية و العملية المطلوبة للمنافسة في سوق العمل.
ويضع برنامج "شباب مؤهل" نصب عينيه قضايا المساواة بين الجنسين من خلال توفير المدربات اللواتي يعملن في مراكز التدريب و تدريب المدربين، و استهداف المهن ذات الإقبال الشديد من قبل الفتيات للاستفادة من حزم التدريب التي يقدمها البرنامج و عناصر التدريب. و ذلك لزيادة فرصهن في المنافسة بسوق العمل. هذا و بدأ البرنامج في مبادرة توعوية لزيادة الوعي العام في مسألة قدرة النساء على المشاركة في المهن غير التقليدية و النجاح فيها من خلال عمل الورش التي تستهدف مراكز التدريب المهني و ممثلي الوزارات والقطاع الخاص وأصحاب العمل.
