environment and market conditions were both appalling, the
company's re-registration was hampered, and the trust business all
but collapsed and came to a halt. Under these sorts of conditions,

concurrently, worked actively and diligently, and achieved a
certain measure of success.

For sure. I personally think the comma needs to be repositioned. Originally I was going to count this as an error. And I agree with you, without repositioning the comma, the dangling sentence doesn't work at all. It would need to be fixed in some other way.
Here's another place where the punctuation mark usage is debatable:
There have been references to the curious white light which is a feature of the sea in part of this area ， and it is interesting to note that not only was this white light observed by the astronauts on their way to space, but also noted by Columbus, five centuries ago.
Strictly speaking, the comma that I highlighted in bold should be a semicolon. Another option is to make the second half of the sentence into an independent sentence. Like so:
There have been references to the curious white light which is a feature of the sea in part of this area. And it is interesting to note that not only was this white light observed by the astronauts on their way to space, but also noted by Columbus, five centuries ago.
Some may also argue that the article in front of "astronauts" in this sentence is redundant too.
Some may argue that the word "was" needs to be repeated in the sentence fragment "... but was also noted by Columbus, ..."
Anyway, like I said, overall this problem is quite tricky, especially since the people administering the test in all likelihood expect the students to hit the exact spots where they consider the errors to be ... nothing more, nothing less. IMO, it quickly becomes a total guessing game in a problem like this where there are so many questionable usages to choose from, while at the same time they expect the lack of an optional "any"- which I think is totally normal - to be picked out as an error.
So, I'd like to repeat something I said before ...

The lack of the optional "any" is definitely not a grammatical error. Various signs indicate that the persons who designed the test are not well qualified themselves.

Lesley, please allow me to comment on your translation. Your job shows both good adherence to the sentences of the original text and excellent choice of words.
But, since 1 and 3 in your translation are noun phrases, 2 should be a noun phrase instead of a sentence.
